In recent years

multimedia communication technologies have been growing at a dazzing speed.Meanwhile

each telecommunication standardization organization issued new communication standards regularly. According to the draft H.324 and a series of related recommedations

which were issued by ITU-T in November 1995

this paper described the low bit rate multimedia telephone terminal operating over the General Switched Telephone Network (GSTN). By using new Video CODEC standard and other Audio、Multiplex standards

the H.324 terminal will achieve better video quality and will provide more flexible

advantageous services in a narrow band channel.
